How to Restrict the Number of PDBs in a CDB
As you may already know there is no parameter to restrict the number of PDBs for a CDB in 12.1. Which means if you intensely or accidental created more than 1 PDB in your CDB you bought licenses Multitenant option. You may also know that, you can create up to 252 user-defined pluggable databases in 12.1.To prevent the accidental creation of PDBs and avoid buying out the not required licenses oracle introduced MAX_PDBS parameter from 12.2 onwards
MAX_PDBS <= MAX_PDBS specifies a limit on the number of pluggable databases (PDBs) that can be created in a CDB or under an application root.
Default value is 4098
Range of values 0 – 4098
In case of Oracle RAC, value must be same on all instances.
This parameter can only be set while connected to the CDB root or the application root.
Only user-created PDBs are counted. PDB$SEED, application seed, and application root clones are ignored.
