ORA-65010: maximum number of pluggable databases created
Solution: Increase the max_pdbs parameter
alter session set container=cdb$root;
Session altered.
SQL> create pluggable database PDB02 admin user syspdb identified by password roles=(DBA) file_name_convert = ('pdbseed','PDB02');

SQL> show parameter max_pdbs
